WisDOT has some details on the planned track improvements. I haven't looked through all of it, but the area by La Crosse station will have rails realigned and added so it will at least appear to be triple-tracked (maybe only two from an operational perspective, since one may be for the nearby yard)....

Yeah, the two Borealis trips are scheduled to pass each other just east of Tomah, and there is a siding there for that to happen. I imagine part of the reason for the lack of bike service is that they're primarily using hand-me-down Horizon rail cars for this service. It would be great for MN/WI to get in on any pending/future rail car purchases, and get some that have better bike storage options

At some point there had been some investigation of areas southwest of Target Field, though some of the options there have become obstructed by the Southwest LRT extension, though I may be crossing wires with TCMC or the old higher-speed train plans to Chicago.
