Of note, several hotels in STP are/ were fully leased by Ramsey County as emergency shelter housing, notably Hotel 340, Intercontinental, Capitol Ridge, & The Saint Paul Hotel. Not sure if that has any effect on those numbers.

It's not required by the state, they just define what a shoreland is and what drainage mitigations need to take place. The 35' limit is entirely Mpls own doing IIRC.

Either way, this is a replacement for the older apartment buildings that were unfortunately damaged by the Theater Garage building construction. Based on this 1938, 1961, & 1967 aerials- MNdible's hypothesis looks very likely. It appears that it was already widened to 4th Street, which was a main thoroughfare from downtown before the freeways went in.
