Site5 -- which wouldn't be my choice, but it is a nightmare to move a big phpBB install, so delaying that. A 6' privacy fence on the property line would do wonders in this situation. I highly recommend it (spoken from experience while sitting in a house on a 40' city lot). What are "condo standards" in the context of a tower? Anything 20 (or 25) stories is obviously going to be concrete. Do they do greater level of sound attenuation with condos vs. luxury apartments? No doubt they're all gonna be over-the-top finished with the Lifetime signature look of 2000...

That proposal is a trip. It's nice to see significant investment in the area, but I hate doubling down on the moat-of-parking mall format.
