No, it wouldn't. Hennepin is actually pretty good for pedestrians. Wha? I used to walk to/from work on Hennepin (Lake to 24th) and man it was a nightmare in the afternoon/evening. Lots of sketchy left-turns without looking for pedestrians, plus the curb cuts at places like Roat Osha, Green Mill, Ko...

Hennepin serves the region both as a transportation corridor and as the primary artery of a major commercial district. There's plenty of reason for lots of non-residents to give a hoot.
