It looks like the whole core of the school was removed and replaced with a parking ramp, and the outside corridors/space were kept and remodeled.
I'd rather see them tear down the Leamington ramp and build a hotel there...

Agreed with above. Compare to even downtown St. Paul, which is much more human-scaled in most parts. Most one way streets are two lanes with bumpouts, parking lanes on both sides, and more frequent use of turn lanes where appropriate. I think we should just push for more street-level space which can be used for anything... shopping, restaurants, office, service businesses, etc. And let it organically happen. Shopping will find its place over time.

Related to this project, the geometry of the old west Hwy 14 interchange at 35 is bad. It squeezes ramps in to fit over the DM&E RR. There's a lot of traffic here too getting around the town. Whenever this section of 35 is rehabbed, it might make sense to put in lanes between the ramps, CR45 to ...

I'm skeptical because of the annual conversion of the streets to defacto two lane streets during late winter. I think without obvious and permanent structures in the ROW it will not be clear which side of parking is compromised for snow storage and it will be a mess. Prove me wrong! I like either op...
