If there's going to be any circulator, it's going to serve Downtown-Riverside-Campus-Northeast one that runs in a Washington-University loop. Gondolas radiating out from a downtown hub, maybe on the near-block of surface parking between Warehouse District LRT, Butler Square, and Glueks.... gondolas...

Are those the same smart people that got us a mile-long $160 million tunnel along Southwest LRT so that freight trains can operate above light rail trains?
Smart people studied putting LRT on Broadway. There's a good reason that it was dismissed as on option.

I do actually agree that at-grade LRT on Penn or Broadway would probably be bad. Broadway could be at-grade on the stroady part until North Memorial / Victory Parkway, but then ideally it could head underground. Cedar Inn at 42nd St will be temporarily closed beginning Feb 1 for a light refresh. New owners, but supposedly the name and the menu will be remaining.

IMO there should be something like 3-4 trains PDEW CHI-MSP in addition to the Empire Builder. If the eastbound EB is on time, it lashes up with the regional train. If not, it lashes up with the next train and so on.
