I realize these are not the only two options, but the only two viable options are keep as a nasty high-speed high-volume stroad with 55 MPH traffic stopping at red lights, or a freeway. Looking at freeways like Keystone Parkway in Carmel, IN - do people think MnDOT expressways are preferable?
