Taking a look at nate's proposal, there's one big problem: given the grades and distances necessary, Wabasha would be blocked at 5th...there's not enough distance between Cedar and Wabasha to get an LRT into a tunnel without blocking Wabasha.

Maybe someday in the future then, but the development would need to be close to the roadway, in close proximity to each other (the above-mentioned 100ft or less), and extend for a minimum of a quarter mile. But as it exists now, Blake Rd does not meet the requirement for an "urban district".

There's a legal requirement that, to declare it an "urban district", the adjacent property along the street must be built up with buildings in fairly close proximity (100ft or less). Blake doesn't even come close, so you can forget that.

Smith is A) pretty narrow, and B) has a lot of driveway/parking ramp access to it. Only way they could potentially make it work is if they make it one-way and only put one track along it (leaving the other track along West 7th).

Have you ever been up there, Matt? There's very little that fronts onto Grand Ave (Hwy 23) itself, so on-street parking wouldn't really work. It would effectively function as a shoulder. If the habit is to merge/shift as soon as possible, all a barrier is going to do is shift where that happens...you'll still have the same problem of large numbers of drivers swapping lanes in a short space.

Another thing to consider: there is more than one type of curvature when it comes to both rail and road. Not only is there the horizontal curvature, but also vertical. Vertical changes on a horizontal curve are usually referred to as superelevation.
