the only expansion in the scope of the plan is the north end of the G Line.

There has been some interest from Dakota County in exploring a SW/NE route along either Highway 13 or 35E between Orange/Red and the planned F Line terminus in West St. Paul. I don't think that it has gone anywhere though.

I guess my point is that I don't see how this area would get any less bidirectional use than the area further east. It's not likely that people heading westbound on University are going to navigate a bunch of big intersections to move over to 4th or that they'll even understand how they're supposed ...

It's confusing that University will be a one-way bikeway from Central to 10th and then a two-way bikeway from 10th to Oak. Why even bother with a 4' boulevard? Huh. The language was changed at some point to specify cities of the first class, so only Minneapolis and St. Paul are immune to MERA lawsuits. The suburbs could all still be sued, should anyone wish to.
Don't forget Rochester and Duluth are also first-class.
