In my East St. Paul neighborhood, here's what concerns me... The 64 won't go east of Payne and the 58 (formerly 54) won't go west of Arcade north of 7th. Is it true that regular buses can't use the BRT bus stops? I regularly get off the bus by Pappy's at WBA and Maryland, and that would be problematic. I agree that two routes being fare free is hard to notice. It's when it's system-wide that it would cause a significant shift in behavior. The original plan I think wasn't to rebuild that intersection but instead build a bridge over Johnson Parkway from the berm to Phalen Blvd north of that intersection.
