Not to mention lowering Hwy 53 to street level would make the hill an even steeper climb. Rebuild the Snelling / 94 interchange as a split diamond at Snelling / Pascal, and remove the WB off-ramp...

My only problem with building a ramp west of the Woodbury Theater is it kills off the opportunity to someday extend the line farther east to the Valley Creek / Radio Dr area. Some BRT only ramps and guideway from the freeway around Cliff Ave over to Nicollet north of Hwy 13 would be ideal. Avoid the cloverleaf, aim straight south for Heart of the City.

It'd probably be more realistic to plan on a Gold Line extension down the median, with dedicated ramps directly to the median at 5th/6th St in St Paul and 7th/8th in Minneapolis. Building stops at Snelling and Huron a la 46th St can still be part of the plan

They've updated the article; it now mentions two routes. One from Bloomington to Apple Valley (Red Line) and one in St Paul (A Line I'd presume) By the tone, an A Line type is probably the goal

Regardless of inducing / reducing driving demand, a full traffic 24th St bridge (with the necessarily lowered freeway) would have made a future cap possible. Since we're not gonna rebuild this chunk of freeway for another 50+ years, that's potentially a big mistake
