The only thing about the lakes I might argue is people from the western suburbs might favor the western lakes over the ones in the chain of lakes either because its their "home lake", less crowded, more to do, etc.

wouldn't it just be cheaper to hire more staff or security to be a permanent presence and some of these stations?

The lack of trees is more of a nitpick, mainly because the lack of shade on the trail, but it by no means makes it the worst trail in the metro.
That dishonor would probably go to the luce line between Minneapolis and Plymouth.

While it wasn't official open, it was open enough that crews really didn't care putting in any secure barriers aside from some cones and signs, so I did sneak in once before the snow came, and unfortunately it doesn't really feel like a heavily wooded area anymore. The closest we have to regulations is SAE levels of autonomous driving where anything between level 0-2 has no restrictions (2 being stuff like adaptive cruse control and lane centering), levels 3-5 has some regulations depending on the state (MN actually doesn't have any)
