Isn't it simpler to continue to use the 3rd/Central to University/4th St routing? I imagine that it's pretty competitive to any east-west routing through downtown and eliminates the need for another freeway station. It does limit people who want to go to downtown anywhere east of Hennepin though. I...

If only there was a connection from 35W northbound to the 3rd Street mini freeway. 3rd Street and 4th Street would work really well for an East-West alternative to MARQ2. With two lanes of bus only traffic and a connection on the west side of town too to the freeway.

Also I think downtown areas would still be the best areas for freeway caps. 394 and 94 in the downtowns have a lot of potential sites.

You also have to consider that much of the development adjacent to 94 isn’t super hospitable to urbanism as a result of the area being a freeway armpit for half a century.
But that is quickly changing due to the green line.

This is why I say 50% public 50% private costs of the tunneling and site preparation with maybe a tax break for a few years to help recoup costs seems like a good incentive for freeway caps. But just building a freeway cap for a park seems like a massive waste of money when we could use that for so ...

Freeway caps should be built as 50% private 50% public in exchange for development rights above the cap. Freeway caps should only be built when the taxes make it back. We need more money for transit so less people have to drive in the first place. That also cuts down on particulates

Those express routes are all reverse commute lines and the buses would likely be running empty to do a second commute trip anyways. The difference between commuter buses and commuter rail is simple. Commuter rail is operated for ridership and it is failing. Commuter buses are operated for coverage so ridership is not as important.
