Even if they can't build over the pipe, there is still plenty of space to front the building along the parkway and hide the parking to the rear (north).

Prairie is a pretty generous term for that empty lot. And it's only been like that for a couple years. I feel like I can usually empathize to some degree with people opposing development, but I really just don't understand the outrage on this one.

That particular development's frontage on Main Street is one the worst pieces of urban design in the city. The building is twice the height of anything within three blocks (21 feet higher than what is allowed by zoning after any bonuses).
I don't necessarily disagree with the rest of your comment, but there's an 8 story apartment building 600 feet southwest of the site.
