Another option would be to designate certain roads surrounding the stadium for tailgating. Allow the cars to park diagonally and turn a street into a pedestrian mall, which is essentially is anyway. Certain areas of 4th St. could do this right now for Vikings games and hardly cause traffic problems...

Reading through the comments, I think that it's much more likely to be skewed in the opposite direction -- urban-transportation super wonks recommending LRT and protected bike lanes on every street.
