Booooooooondoggle.YTD ridership on Northstar is down 7.25%, sparking the fare reduction idea. If ridership doesn't increase, lost revenues will be funded through savings in Professional and Technical Services and reserve fund balances.

I'm pretty sure people were just using Lucas Oil Stadium as a stand-in for scale purposes. It was new and being used for the Super Bowl last season so it was a good reference point for people who aren't quite as hooked into the NFL as Larry Spooner. Whatever they want to do with the upper levels is fine IMO. They have to make the complex work financially as an investment. The main issue for me is to have the street level relate well with Hennepin Ave and the surrounding theater district. It should open up to the city, engage with the pedestria...
