It's so frustrating that the environmental counterfactual some people think of is people living... nowhere? rather than the counterfactual of development somewhere else, in a form that would clearly be worse for the environment.

the city cannot require the applicant to ask for a rezoning and cannot require a use the zoning does not allow.
It's frustrating that this is "sneaking in" under outdated zoning. And this building is... meh.
