Would the NRHP designation prevent building on top of the structure? When I was in Toronto last year, there was a lot of highrise development being done on top of historic buildings there while keeping the facade and majority of the interior intact.

Whether or not college students are poor, they're also a population in Minneapolis that has much lower car ownership rates and much higher transit reliance than average. American Blvd may be one of the most overbuilt roads in the "Urban" designated suburbs. Wow, looking at streetview, there's easily less than 10% parking utilization along 54th for most of the newly constructed portion.

Oh wow, it used to look a lot different than it does today. Thrilled either way with reducing office space and adding to the downtown population if it does get converted to residential. Every conversion means momentum towards downtown as a thriving neighborhood.

Coming from Des Moines to the Twin Cities, I never thought I'd see this finally happen after the handful of updated proposals that ultimately went nowhere. I think it was Mandelbaum that got sued by the city a few years ago for not building their tower after getting some help from the city on it.
