I suspect Saint Paul & Metro Transit are going about this in a strategic manner to draw Ramsey County back in as a major funding partner. Didn't GSA spend like 200m renovating the Whipple a few years back? It would make more sense to consolidate federal offices there from downtown. Still served somewhat well by transit.
