I disagree, You can put up barrier posts like you see in Europe that are cement but still allow pedestrians to pass between them. Why not a big ole' fountain with some benches and a place to pull up a food truck or for entertainers of some sort, like musicians to busk or clowns or artist?

We should engage the pedestrian level at the Target Center with business that can survive. Maybe we can build out retail space under the large eaves there. That could maybe generate some dinero?

I still think that a downtown casino is a bad idea. Especially there where there is already an issue with crime.

I think pointing to Cleveland and Toledo as successful mid-west cities with a casino is ridiculous.

I actually like it. Hopefully, because if its high level of visibility it is well kept. I did not follow, but did you say that there is another section or tower that has not even been begun yet?

Also, good use of the mansart roof. under-used today, imo.
