It is indeed the church's project- another item on the agenda is in regards to the addition of a parking lot behind this parcel on church property. How recently was that project page updated? It's still including the Nicollet Mall parcels that were purchased by Target and turned into their employee lounge. Unless they're working with Target on something we don't know about, which seems unlikely given what we know of Target's plans.
