Those drawings seem to show only the Amp House and not the separate multi-unit building that was being proposed. It looks like they're proposing to renovate the substation and add a 3-car garage. There's already far less Bakken oil being shipped than 2-3 years ago, since OPEC dumped supply in an effort to destroy the Bakken boom.
