Actually there is a LOT that is different between the two. But it's hard to see it in those types of drawings unless you are a real geek about that sort of stuff. Clearly an emphasis — or at least many of us hope — is that the tailgating setup at the new stadium is less car centric than what we currently have. In that case, a larger version of Rice Park would definitely be viable.

It could be they are not filling them in until all the electrical work and systems stuff is ironed out, IF there is access to wires in those areas.
