tbf there's been tracks there for a long time (although are you talking about the lights on 36th or the new-ish ones for highway 7) without too much issue. I've biked up and down 17 god know how many times and I would prefer the multiuse over the track. There's an easy way to reduce demand on 94 to justify getting rid of a few lanes.
