I click on the link above and stumbled onto Nicollet Mall before the redo and found it somewhat stunning to see the contrast between then and now. One of the photos in the packet showed the substation across Plymouth Avenue from this project. I looked It up one Google maps and realized this is unfortunately taking up a lot of nice land right on the river.

It's interesting that City Hall won't have a great skyway connection to the new building. It'll be much quicker to get between the two by walking outdoors.
