When the perceived safety and desirability of an area ripe for development is not high, and several shelters are dispersed over a ~5 by 10 block area with free meals served out of yet another standalone separate building, I'm not sure any serious profitable redevelopment ...

A soccer or football field occupying block(s) in downtown is not the highest and best use regardless of if there's tailgating there 10x a year. I actually think 35W acts a wall. Many students living on campus are pedestrians.
