"Motorized Foot Scooters" are defined in state statute 169.011 and given basically the same "rights and duties" and bicycles in 169.225.

They start paying rent in September which is why MPS is going to move in November during Thanksgiving break rather than waiting for winter break and paying that extra month and a half of rent

Municipalities in Minnesota have no way to levy additional property taxes on certain areas. The total tax capacity of the city is calculated by state formulas, all the city or anyone can do is set their tax capacity rate which applies to the whole city.

It's paid for by whoever owns the road that crosses the railroad, the railroad doesn't pay anything. At least that's the case with all the crossings on the freight rail along Hiawatha.

I'm guessing the property owner has some say in it. For example Menards on University Ave has a University Ave address despite facing Prior Ave and all the entrances being on Prior Ave, save one staircase up from University Ave.
