Is there a map of this lake shore overlay district? I can't think of any rational reason it should extend to this property other than an underhanded way to limit development along Lake. Maybe this overlay district needs to be revisited.

And everything will be built in ROW, no takings, and all effort made to relocate/replace plants and fences in the ROW in the cost.

Excelsior is also owned by the County, they'd have to sign off on that. When this was built there was a snowball chance in hell Hennepin would put in a two lane roundabout on this road.
