Thanks to the way funding mechanisms at the time favored new riders over improving the route for existing riders, yes, we were scraping the bottom of the barrel.
That just speaks to how broken our funding mechanisms and politics are. Not how optimally we built the line.

When the city gives tax credits to developments with a poor door it says either the city is ok giving tax credits to morally objectionable practices or that the city doesn't find it objectionable

Very true. But we are not the ones footing the bill for the project, and are not the ones buying the million dollar condos. Shouldnt they have the say? How is this any different than a gated community?
