I think the renderings aren't entirely consistent - it looks like the residential building that was added is attempting to match the lower floors of the towers but they weren't consistently rendered. I'd make it at least a story taller to hide the jail, though, as others have said.

If not a grade separation, perhaps a raised crossing with a lot of signage along with stops for cross traffic? I.e., discourage driving but allow for crossing during times of severe need?

You have to pop into first gear to clear some of them - think 5-10 mph. It's already a narrow street so you don't feel inclined or comfortable going faster anyways. I talked to the city of Plymouth, they said they can't change the speed limit - otherwise I'd argue for a 20-25 mph limit. Sounds reall...

It looks to me like they wanted fewer floors of parking so they bloated it out on either end and played them off as little balconies. Not that the balconies look bad as long as you're the one on top.
