It's also worth noting that there are several flat-out inaccuracies there. McGuire, for instance, WAS with Coleman when the author claims he was talking with Hennepin County.

My completely uninformed guess would be that it's closer to double than 10% just because of the amount of weight the piers would be carrying, but I don't know that for sure. In St. Paul you have plenty of room on both sides of the freeway that can be utilized for redevelopment. As a St. Paul resident, the biggest obstacle to me shopping in Dinkytown is the lack of a decent connection between the River Road and the greenway/University Ave. that doesn't require either drastic elevation changes or cutting through the Mall area and dodging students around the athletic complex....
