I don't remember the building design being approved by the planning commission, has it?

Does the hpc get appealed to zoning and planning committee or straight to city council? Not that an appeal would have much trouble either way. Also I don't see how they could revise the design and get it past the hpc without a massive height reduction/changing it to a mid-rise like the Nye's project...
