I've been wondering the same thing. They appear to be manually operated, so maybe not 'security' infrastructure, such as quickly closing the freeway due to an emergency. Cursory search through their design standards didn't get any hits.

Yes! But more like 10,000 years ago. The chain of lakes is the old pre/inter glacial river valley. Lowry Hill though is a glacial feature. Image

Looks like the old Alliance Francais at 113 N 1st St is getting a 3-level 'Taco Concept' restaurant tenant. It's a legit road used by service vehicles on the old RR ROW. A connection here should also include selling off some land for TOD. It's a huge parcel that's Met Council owned. Image
