Street parking is free on evenings a weekends. I agree with the argument you're making, but I want to point out that street parking in Downtown Minneapolis is metered until 11pm seven days a week. Most ridiculous is along the Green Line on campus, where there are two poles not too far away from each other where wire comes out of the ground up to the top of the pole then connects to the building. Uhhh could they not? One of the very very few open air observation decks left in the the US.
It's not on top of the tower. A pool wouldn't fit up there anyway.
