I would also speculate that that area is more likely to be used an expansion of the law school, Humphrey School or even Carlson vs medical space. Are there any good reasonably objective measures of how close a city is to being out of space? I feel like there is a good amount inherent subjectivity to that measure depending on how space is defined and if that space is at it's highest and best use.

Looking at Google Maps the only ramp that fronts Smith that doesn't have an entrance/exit on a different street is the Holiday Ramp at Kellogg.
