I'd disagree that you'd be able to push a lawsuit regarding Slide 16. There are other Federal laws that address alternatives that are or are not "reasonable and prudent". Because of the ROW requirements, a line going deeper into the Northside was not considered "reasonable and prudent...

Guaranteed walk signal should be easily programmable. They'd probably have to re-run the traffic simulation to see if an LPI could be included. I found MnDOT's map of trunk highway house moving routes, but could find nothing at the county or local level.

(EDIT) I also sent an email to a few people I know at Hennepin County DOT to see if such a map exists at the county level.

Only within states. 3-digit Interstate route numbers can be reused in adjacent (or beyond) states. Examples include I-291 CT and MA, I-395 VA/DC and MD, and I-695 DC and MD. Another example: each of the (lower 48) West Coast states has an I-405.

And 16,000 west of Penn. This is silly.
That was the 2012 figure. The 2014 volume was much higher...just over 24,000, and more in line with adjacent segments.

Once you get north of the I-694 vicinity, there's no reason why WBA needs to remain 4 lanes. Everything north of Orchard Ln sees less than 10K AADT. That segment could easily see a lane taken away with LRT running down the center...the only footprint expansion necessary would be at station locations...

A more direct freeway connection between Mendota Bridge and 52 would be a nice-to-have, but I'm not convinced that it's really necessary.
