Cedar/Minnehaha/Franklin Intersection

Does anyone happen to have any info on what the end result of all this construction at Cedar/Minnehaha/Franklin is supposed to be? That intersection was pretty atrocious before, but now with Minnehaha completely blocked off it seems even worse. You can't even veer right to go up 20th Ave next to that Taco Bell without having to pull half a u around the little curb they put in. What were they thinking here? Surely what they've done so far isn't the end of it right?

So Minnehaha is getting cut off and basically turning into a right turn onto Franklin only. Hrmm... :(

The intent was for left turns from Minnehaha to take 22nd Street to Cedar. We'll see how it plays out...

Yeah that seems like a wholly unecessary diversion for what was once a straight shot if I wanted to head north into Cedar Riverside. Now to go North or West I have to go left through 22nd, and up Cedar to go straight or turn left. That and cutting off 20th so you can only turn right onto Franklin is a bit frustrating since that makes getting to the Taco Bell a bit of a pain. I know I've done a little u around that curb to get over there. Seen plenty of other people do that as well (or just do the u to go west on Franklin instead of detouring over to Cedar). This seems like a really bad change. Yeah that three street intersection with the triangle of land in the middle was janky but at least it was direct....

Overall this is a pretty massive improvement, but I'm just realizing there's not a safe pedestrian crossing of Franklin between Cedar and 22nd Ave. Not a huge change from existing conditions, but previously you could at least cross Franklin at M'haha. This project slightly increases the distance between signalized crosswalks from ~820 feet to ~1000 feet.

There should probably at least be a HAWK or button-activated flashers installed at either 20th Ave or 21st Ave. A crossing on the west leg of 21st Ave would be ideal as far as intersection spacing goes.

I'll add that it looks like Hennepin County wants to discourage all pedestrian crossings at 20th Ave. The new median curb blocks the crosswalks at 20th Ave. I went through there with a stroller the other day and when crossing at 20th Ave, and I couldn't walk directly across the street. I had to swerve to avoid the center curb.

Can't you just go right on 21st, then take a normal left onto Franklin?

It was an extremely dangerous intersection, especially for bicyclists and pedestrians. I admit it's inconvenient, but sometimes you have to inconvenience people to make things better.

A pop-up pedestrian crossing with bumpouts on each corner and a center median was installed at 21st St during the Open-Streets festival last Sunday. The crosswalk was also covered with lots of artwork. OurStreets is campaigning to get better pedestrian crossing through the city, like the one that you suggest.

Personally, I don't like flashers. They are expensive (15 grand) even for a very simple one. Hawk's are probably horrendously expensive. In my experience, they don't even work in some areas. I like the approach of shortening the crossing distance and having a median much more.

110 units of affordable apartments, called Mino-bimaadiziwin Apartments. A short walk to the Franklin Ave Blue Line Station.

It’s in the strange pocket of underused industrial-like land use.
The project seeks to add 110 affordable residential units, as well as a community center, neighborhood clinic, and a new location for the Red Lake Nation Embassy to a growing and successful Native American Cultural Corridor. The ground floor contains lobbies for the embassy, clinic and residences, residential amenities, community center facilities, embassy offices, and clinic facilities. Parking is accessed at mid-block via a single curb cut, with a roll up door to access the ramp down to the lower level. The a brick podium at
a human scale is proposed with pronounced entrances for each of the major programs. Entry canopies, lighting, and landscape improvements further activate the street face and bring a human scale to the project.

Isn't that where they've currently got the temporary shelters they set up to try to help with the massive homeless tent city? I wonder if this building is supposed to be a next step in that to provide a more permanent place for them.

This project has been in the works for a while. It is the same site as the temporary shelter. Throughout that process, the plan has not changed (in fact, it's probably gotten more momentum) to develop the land as affordable housing in the summer.

Mino-Bimaadiziwin is nearly complete. 110 affordable units, 59 parking spaces, directly next to the Franklin Avenue Station.
