Dakar Building - 1626 E Lake St

A five story, thirty-six unit, zero resident parking, building has been proposed for 1626 E Lake Street—across the street from Panaderia San Miguel, across the street and down the block from Ingebretsen's, and a half mile from the East Lake Station. The site has been vacant since the Gustavus II Adolphus Hall burned down. It's currently being called the "Dakar Building" and I cannot quite figure out why.

The applicants say:
This new mixed-use building is proposed for construction as a response to a need for housing for live-work residents along the east & west Lake Street corridor. One goal of the project is to create a sense of community by providing small, neighborhood related service-oriented offices, as well as 36 one- and two bedroom apartments.
Given the write-up and the location, I'd imagine these apartments will be fairly reasonably priced for new market rate construction.

And it passes, despite concern from a neighbor about the million dollar penthouse units not being the right fit for the neighborhood. (The owner's rep came back on after the public comments to assure the commission that they're aiming for the largest units in the building to rent for about $1600.)
