Empty retail/street level means fewer eyes on the street and more crime/vandalism.
Relative to what? A lightly used gas station, some empty lots and a few houses?
I'm trying to understand what is good about this level of density who's benefitting from it?
People who want places to live? Hiawatha (until/unless it gets replaced) will always be pedestrian hostile, but adding people who can walk to the Cub and other businesses is how you make things less pedestrian hostile, and, in general, newer infrastructure is better than old.

Can anyone shed light on why so few condominiums are being built?
Just speculation, but recall that condos were the big boom and bust of the 2000s, and a lot of developers got burned when the bottom fell out of that market in 2007-2008. In 2009-2010 there was a glut of unsold condos on the market. I'm not sure how much that has to do with the shyness and unwillingness to build them now, but it certainly doesn't help. I'm not aware of liability laws for developers changing post 2008, but the fact that there was a massive condo building boom in that timeframe would seem to counterindicate liability as a reason they aren't being built now.

The developer of this is very active and personable on Twitter and Instagram, so if you are interested in the status of this project, I recommend following him. He will post pictures regularly and probably answer questions if you ask.

The big crane is back this week lifting the supports for the 2nd level into place.

Windows were mostly installed yesterday; workers were up installing flashing. My son wanted to stop by on the way home from school :)

Here's a photo from March 5th. There's even more cladding up around the building now, including along the Minnehaha side (this photo only shows it almost completely edge-on along the 46th side). They're calling it Wakpada, if that hasn't been mentioned yet.

Newish building across the street from this one has signs up for Original Fried Chicken in the retail space.
