This is going to be interesting as Target, Kowalski's and Byerly's would all be located within a 1 mile stretch along Snelling Ave. I'm curious what impact those grocers will have on each other.

I think the biggest challenge Kowalski's will face at this site is accessibility. Back when there was a Rainbow in the current Best Buy space at Crossroads Center, it just didn't seem worth waiting in traffic and battling Best Buy and Kohl's shoppers to get to a grocery store when there were several other options nearby. Getting to the "back side" of Rosedale either from B2 or Fairview doesn't sound particularly appealing either during peak times. If I need to grab groceries while in that part of town, I would likely be sticking with Byerly's.

Bingo! Location, location, location. It’s not just the infrastructure that’s aging in first ring suburbs: it’s the residents, too. Huge demand for 55+ housing, and this is an affordability issue for them, too.I’m not convinced the over-55 market is over supplied.
My sense that maybe the biggest reason the senior housing apartments are the least likely apartments to be objected to is that the people with the time to make noises at city council or commission meetings are the sort who are most keenly aware of the shortage of senior housing near the neighborhoods they live.
In other words, empathy or lack thereof, towards the people who have other housing needs than themselves.
I agree about the (lack of) empathy, too.

The other thing is that the 55+ demographic is perceived as less likely to commit crimes or cause a lot of traffic or parking issues.

Maybe that’s the perception, but from my experience it’s the 55+ demographic that is least likely to give up their cars (or at least make the biggest issue of not having cars). At least in my neighborhood, the 55+ buildings are the ones that generate most of the police calls too, due to medical issues.
