Improving Major Transit Project Planning/Implementation

We always seem to get into small skirmishes in individual threads on our major rail/bus line projects. I dug back a few pages and didn't see anything, so I figured we should have a thread to talk about problems/potential improvements to our regional transit planning, project process, construction costs, etc.

So, using Bottineau as a case study, it's possible we could have spent an extra $30-50m dollars (potentially more if you assume added engineering running in parallel pushed the project's timeline back in a meaningful way) to have a clearer understanding of one other alignment's costs. It's possible the number would be even less than that given how much of the full route had the same routing, but whatever.
