An interesting site called OpportunitySpace, they're trying to create list of of publically owned properties, and basically make it easier to connect land owners of "abandonded" property with developers. They're not in Minneapolis yet, but is on their list of coming soon cities:

I can't be the only one that has an interest in becoming a small scale property developer (though it's far beyond my means now, others may be in a better position) and this looks like a good resource for that kind of thing.
