back then? i have no idea personally. i'm just relaying an anecdote my brother told me. (he's a former priest of the archdiocese) considering the buildings historic status yes they would have a choice today. yes many cracks are the result of this near constant traffic vibration.

the tunnel could have been extended further north.

That is the original plat, right? I remember reading that the guy who platted it later regretting making the grids parallel to the river rather than oriented to the cardinal directions.
