Helsinki has one of the worst public transit systems of a major European city right now--a single line with 17 stations, even we beat them. I'm skeptical they can get this to work.

Well, they do have a sizable tram and suburban rail network and various extensions are underway. The bus network isn't too bad either. I'm not familiar with Helsinki really, but it seems that they have a pretty good network for a city of their size.

Yeah, I can't imagine anybody who's been in Helsinki declaring it to have "one of the worst" public transit systems - sure, their subway is useless for tourists, but I really enjoyed using their tram system to get around when I was there. I think its transit system points to a very good model for our (already Finnish-inspired) metro. It points to the way that what we call things limits our ability to see how things actually work: their "rapid transit" system is very small, but their transit system is quite robust.

This tunnel will weaken one of the main points in my Minneapolis-Helsinki analogy (relative isolation).

Also (half a year later): Helsinki has a great public transit system. It only has one Metro line, but it has an excellent tram and suburban (essentially LRT, or S-Bahn) system, as has already been mentioned.
