Solhem is the developer. Six-stories, 110 units, 96 off-street parking stalls accommodated in two levels of underground parking, new walkway along the south side of the greenway.

I heard about it last week at a Greenway meeting, but literally no more detail than the lot and that it was happening.

They're presenting to the CoW on Thursday and then to the Greenway board on the same day as well.

I like it, but worry the Shadow People are going to cry "shadow".

Got a City Planning question for somebody: what is the primary difference between a conditional use permit and a zoning variance? Does the CUP allow an exception to the zoning rules based upon an agreed-upon explanation for the change -- but does not change the zoning code, whereas a zoning variance is a request to change the zoning permanently? To me they both seem like they change the intended use of the land and results in pretty much the same outcome -- at least as long as the building exists.

This is pretty close.

The zoning has limits. If a CUP is allowed, it usually exceeds the zoning limits but there are still limits.

When a variance is applied for it exceeds the limit of what the zoning will allow AND what the limit of a CUP would allow.

As for the "same outcome" from a CUP or a variance request, it really depends on the variance. Some requests are very minor (a couple inches of setback, a canopy where one might not be allowed, etc), some are major (extra floors, FAR, etc).

Agreed, a 3' sidewalk isn't a sidewalk. It appears there is enough space for a 5' or 6' sidewalk by removing some of the rock mulch on the north edge. Each sidewalk connection to public sidewalk also seems to be obscured as to indicate that this sidewalk is in fact private. That may be okay, but if the width is not increased and its connections aren't clearer, it will communicate that it is a private walkway that you aren't encouraged to use. The city should encourage a more public sidewalk in exchange for the alley vacation.

Stop me if you've heard any of this before: A vocal contingent voiced worries throughout the meeting that the project’s height and density would open the door to other large-scale projects that threaten to change the character of the area.

There were a bunch of people at the meeting (myself included) who complimented the project's design and massing and said what a great fit it was. The full article goes on to state that the committee recommended approval of the proposal, even though a few nearby neighbors weren't thrilled about it.

There definitely seems to be a media bias to focus on and amplify the negative (not limited to this particular writer or publication). "Developer attends neighborhood meeting and everyone sings kumbyah" isn't much of a story ;)

All recommended motions are "approve".

Out of all the projects going on in the city this year, this is one of the more exciting ones for me. It's really awesome to see things start to happen east of Lyndale. I hope we see a few other similar projects between Lyndale and Blaisdell before the big K-Mart project gets underway.

Ground breaking would be in June 2016 and completion in summer 2017.

Since the January 28, 2016, Committee of the Whole meeting, the applicant has widened the pedestrian path north of the building from 3 feet to 4 foot 6 inches or 5 feet, removed balconies from the easternmost portion of the south elevation, reduced the amount of rockface concrete block, and removed proposed gates on the east and west sides of the pedestrian path along Grand Avenue and Harriet Avenue.
Good news! Also, the project is supported by the Midtown Greenway Coalition and Whittier Alliance (with conditions), so that's good!

Not a fan of the fact that this will shadow the Greenway for 3.5 months straight, but otherwise this is a great project. Odd that the Greenway Coalition didn't push back on the shadowing for this one.

I thought the shadowing affect was very minimal, and only prevalent in the middle of winter? It seems like they do a good job of minimizing that impact.

That's the only part about this project I dislike. Even though the issue's only prevalent in the middle of winter, with the Rana Village project next door that's going to be two full blocks in a row that will completely shade the greenway 24/7 during the winter.

The greenway shades itself in the winter, it's in a trench below grade.

I gotta figure out how to play with Lidar data and do shadow studies of the whole corridor...
