Financing, I think. As frustrating as Stanton's "eight parking spots per unit" stance is, we seriously need other developers willing to take some risk in order to get a project moving in less than years.

Squidward: I believe they are out of work/underemployed, what they called "bums", literally laying around. The clustering of unemployed in the gateway area was a huge reason the area was bulldozed in the belief it would help with "cleaning" it up. I think that's what we're seeing there.

A lot of said "bums" were seasonal loggers and such who hung around and got drunk all winter until work picked up again. Source: video someone posted here once. My guess is they congregated at the gateway because that's where the train station and SRO's were.

EDIT: whoops, see other folks already made that observation. For some more history on it, look up the TPT documentary "Life on Skid Row" (or something like that) which is specifically about the Gateway and the conditions that led to the bulldozing. That's probably the video referred to above and is super interesting (like REALLY interesting). I think you can find it available online.
