It's interesting how image of the buildings in the Star Tribune article doesn't have the spire that was in the Biz Journal one.

Talking with the owner of the 428, she very much sees the need for office space in downtown St. Paul -- which is why she wanted to bring the market something new and different. Redoing the old Woolworth into the first WELL-certified building in the state was a brilliant move to inject some life into this market.That looks like an office building -- does St. Paul need office space?
We can't expect Class A tenants to be excited for abundant Class C space. And there is a definite shortage of Class A space.

I noticed that as well. AECOM proposed two different densities for the office phase of their plan. I believe that the one with the spire is the bigger version, with the office buildings being 30 and 24 stories. The other is the scaled down version, with the towers being 20 and 12 stories.It's interesting how image of the buildings in the Star Tribune article doesn't have the spire that was in the Biz Journal one.

A pedestrian bridge over the railroad tracks and Shepard Road would connect downtown St. Paul to the riverfront.Can anyone say what the article says about Shepard Road?
“We would develop a connection to the riverfront, which has been a high focus for St. Paul and Ramsey County,” Sherman said.
AECOM, a well-known architectural and engineering firm that is building up a development business in the Twin Cities, has a more ambitious plan. It would build a terrace that would step down from Kellogg Boulevard across the railroad tracks and Shepard Road, to the river. Towers would rise above the terrace, which would have parking ramps below.
Renderings show a waterfall, amphitheater and river promenade. All of that is pitched for the first phase.
Both AECOM and Sherman/Frauenshuh showed docks along the river in their renderings.
Treasure Island also pitched a dock, according to people who saw their proposal to Ramsey County. That dock would have been used to shuttle people back and forth from the downtown hotel to the Tribe’s Red Wing casino, where it operates the 100-passenger Spirit of the Water boat.

Building high end office and residential space facing the river seems smart to me, it could make St. Paul become very interesting employers and residents that haven't considered it before.
The views in all directions would be amazing, either the across the river, up the river towards Mounds Park, or of downtown buildings and Mpls beyond.
The river trails at the base of these buildings already have excellent biking options, or easy bike over Wabasha or High bridge. You can connect to Bruce Vento, regional river trails and from upper street level, easy walking to most of downtown St. Paul.
St. Paul's waterfront is amazing, all it really needs is more people, more retail, services catering to those people, could be much more with private development, alongside public spaces.
You just don't see primo river front space like this right next to a major downtown any more, its special opportunity for a developer.
This high end developemnt would still leave pretty affordable lower end office space for others, might even open some of it up with move-ups.

I'm timid rider, I've gotten on BV via Lowertown many times, easy from behind CHS.

I guess there may be different definitions of timid. It is super easy from CHS, but getting to CHS from the West Publishing site is another story.

It's really an issue of wayfinding. It's virtually no different to take BV from downtown than it is to head up the 3rd street bridge. BV is confusing even once you're on it. Feels like they're always reconfiguring it. A few signs would make a difference.

Odds are at least one person from Highland Park will come down to warn the city council about all the Noise, Traffic, and People We Don't Know™ that will result from this development. Save our livable downtown!!11!!11!1!

The rendering on the story (1st tweet) must have been version 1, aka "shiny and tall." The closeup renderings show a mix of windows and white that breaks up the towers. They also look shorter. I am not a fan of the patchwork design.
