I happened to compare Fargo to Rochester in my most recent article for streets.mn. While Rochester has had the Mayo Clinic bringing a lot of buildings downtown, Fargo hasn't had the same level of investment there.
However, Fargo has a more contiguous stretch of small city blocks than Rochester does, perhaps because its flatter and only has one big river along the edge to contend with, while Rochester has a couple rivers/streams that meet close to downtown. They both have pretty nasty sprawl out around the edges, though.

The Minnesota DNR has put together a 568-page Final Environmental Impact Statement on the proposed $2 billion flood protection project for Fargo, which could have some floodwaters end up on our side of the border.

...meanwhile in Moorhead, MN.
I have lived in Moorhead for over 5 years now and have enjoyed it here. Our downtown has been pretty stagnant for a while, so it is exciting to hear of some development news here, instead of Fargo. The site used to be a gas station and is in a prominent location at two crossroads. Great to see some urban infill downtown and I hope the growth continues further. Sure, this development could use a few more housing units and maybe be a couple of floors taller, but we'll take it!

MinnPost has an interesting article on Fargo/Moorhead and its recent growth: https://www.minnpost.com/economy/2019/0 ... eads-boom/
I didn't know Microsoft had a 1000+ employee campus there.

If you have access to Apple News+, here is a WSJ story on how Fargo has been transforming its surface parking to revitalize, learning lessons from Lincoln, Nebraska and Rapid City, SD.

Great to see Fargo embracing the downtown life. Hopefully Moorhead is doing the same. It’s been over 5 years since I’ve been up there.

Re: Fargo/Moorhead
Moorhead has generally been behind on this, but recently there's been a proposal to totally overhaul the dead mall/city hall near the river into a much more walkable and livable neighborhood. A sign of good things to come on the MN side I hope.

Here's a Strib article on the same project.
I doubt they're thinking of this, but they should relocate the Amtrak station to here from downtown Fargo, which doesn't appear to have enough space between the cross streets for the Empire Builder to stop without blocking at least one of them. Not that it's a huge deal now with one train per direction, both in the wee hours of the morning, but now's the time to start planning, with a little momentum forming towards more (and daytime) service.
