Enclave Companies is proposing a six-story, 211-unit market-rate apartment building along the Zumbro River just east of downtown Rochester. The project would replace 13 residential properties on a 2.05-acre site and continue Rochester's rapid downtown housing expansion, with construction planned to begin in late 2026 and completion targeted for August 2028.
