Well, you had to get selected to be one of the top 64 cities that made it into the online voting, but no, other than that there was no other criterion. I personally voted for Duluth at least a dozen times.

There was something called an O-score, too, but you're right that the final rankings only accounted for the voting. For what it's worth, though, Duluth was tied for No. 3 on the O-score, so putting Duluth near the top isn't that outrageous.

O-ScoresThe O-Score Explained
To develop our own Outside Score, we tapped a rocket scientist (seriously) to combine factors like number of outfitters, miles of trails, and number of bike shops—plus considerations like unemployment rates, median incomes, and, yes, an editors’-choice variable—into a single mathematical formula. The resulting O-Score is intended to summarize just how livable a place is, even if that differs from how readers voted. O-Scores are assigned on a scale of 0 to 100, with 100 being paradise and 0 being Tulsa, Oklahoma. (Kidding, Tulsa—we love you!)

As someone who grew up in Duluth, there was a huge push on Facebook to promote voting. And then there was a push by the city and Mayor Don Ness, businesses offering free goodies if you voted, etc.
I had a really hard time deciding between Minneapolis and Duluth when they faced off against each other. But let me tell you, that was a rough one on Facebook. People from Duluth really, really, really wanted to beat Minneapolis. To many of them, Minneapolis is synonymous with horrible traffic, gun crime, and the Mall of America. Not. Even. Joking.
I had a really hard time deciding between Minneapolis and Duluth when they faced off against each other. But let me tell you, that was a rough one on Facebook. People from Duluth really, really, really wanted to beat Minneapolis. To many of them, Minneapolis is synonymous with horrible traffic, gun crime, and the Mall of America. Not. Even. Joking.
